Basically no.. unless they are stolen...
However, you do need to be very careful, for your own safety and in our opinion never use second hand brakes - steering or suspension parts your life and that of other road users could be in serious danger if you do.
It's good however to use second hand body parts or engine parts like starters and alternators, carburettors and other expensive replacement parts, it's even, dare I say, better to use a deep treaded good condition second hand tyre than to drive on bald or damaged tyres, so, as with everything about motoring, think about it.
